　　THE CITY OF NEW YORK

　　THURSDAY, APRIL 30, 1789

　　Fellow-Citizens of the Senate and of the House of Representatives:

　　Among the vicissitudes incident to life no event could have filled me with greater anxieties than that of which the notification was transmitted by your order, and received on the 14th day of the present month. On the one hand, I was summoned by my Country, whose voice I can never hear but with veneration and love, from a retreat which I had chosen with the fondest predilection, and, in my flattering hopes, with an immutable decision, as the asylum of my declining years--a retreat which was rendered every day more necessary as well as more dear to me by the addition of habit to inclination, and of frequent interruptions in my health to the gradual waste committed on it by time. On the other hand, the magnitude and difficulty of the trust to which the voice of my country called me, being sufficient to awaken in the wisest and most experienced of her citizens a distrustful scrutiny into his qualifications, could not but overwhelm with despondence one who (inheriting inferior endowments from nature and unpracticed in the duties of civil administration) ought to be peculiarly conscious of his own deficiencies. In this conflict of emotions all I dare aver is that it has been my faithful study to collect my duty from a just appreciation of every circumstance by which it might be affected. All I dare hope is that if, in executing this task, I have been too much swayed by a grateful remembrance of former instances, or by an affectionate sensibility to this transcendent proof of the confidence of my fellow-citizens, and have thence too little consulted my incapacity as well as disinclination for the weighty and untried cares before me, my error will be palliated by the motives which mislead me, and its consequences be judged by my country with some share of the partiality in which they originated.

　　Such being the impressions under which I have, in obedience to the public summons, repaired to the present station, it would be peculiarly improper to omit in this first official act my fervent supplications to that Almighty Being who rules over the universe, who presides in the councils of nations, and whose providential aids can supply every human defect, that His benediction may consecrate to the liberties and happiness of the people of the United States a Government instituted by themselves for these essential purposes, and may enable every instrument employed in its administration to execute with success the functions allotted to his charge. In tendering this homage to the Great Author of every public and private good, I assure myself that it expresses your sentiments not less than my own, nor those of my fellow- citizens at large less than either. No people can be bound to acknowledge and adore the Invisible Hand which conducts the affairs of men more than those of the United States. Every step by which they have advanced to the character of an independent nation seems to have been distinguished by some token of providential agency; and in the important revolution just accomplished in the system of their united government the tranquil deliberations and voluntary consent of so many distinct communities from which the event has resulted can not be compared with the means by which most governments have been established without some return of pious gratitude, along with an humble anticipation of the future blessings which the past seem to presage. These reflections, arising out of the present crisis, have forced themselves too strongly on my mind to be suppressed. You will join with me, I trust, in thinking that there are none under the influence of which the proceedings of a new and free government can more auspiciously commence.

　　By the article establishing the executive department it is made the duty of the President "to recommend to your consideration such measures as he shall judge necessary and expedient." The circumstances under which I now meet you will acquit me from entering into that subject further than to refer to the great constitutional charter under which you are assembled, and which, in defining your powers, designates the objects to which your attention is to be given. It will be more consistent with those circumstances, and far more congenial with the feelings which actuate me, to substitute, in place of a recommendation of particular measures, the tribute that is due to the talents, the rectitude, and the patriotism which adorn the characters selected to devise and adopt them. In these honorable qualifications I behold the surest pledges that as on one side no local prejudices or attachments, no separate views nor party animosities, will misdirect the comprehensive and equal eye which ought to watch over this great assemblage of communities and interests, so, on another, that the foundation of our national policy will be laid in the pure and immutable principles of private morality, and the preeminence of free government be exemplified by all the attributes which can win the affections of its citizens and command the respect of the world. I dwell on this prospect with every satisfaction which an ardent love for my country can inspire, since there is no truth more thoroughly established than that there exists in the economy and course of nature an indissoluble union between virtue and happiness; between duty and advantage; between the genuine maxims of an honest and magnanimous policy and the solid rewards of public prosperity and felicity; since we ought to be no less persuaded that the propitious smiles of Heaven can never be expected on a nation that disregards the eternal rules of order and right which Heaven itself has ordained; and since the preservation of the sacred fire of liberty and the destiny of the republican model of government are justly considered, perhaps, as deeply, as finally, staked on the experiment entrusted to the hands of the American people.

　　Besides the ordinary objects submitted to your care, it will remain with your judgment to decide how far an exercise of the occasional power delegated by the fifth article of the Constitution is rendered expedient at the present juncture by the nature of objections which have been urged against the system, or by the degree of inquietude which has given birth to them. Instead of undertaking particular recommendations on this subject, in which I could be guided by no lights derived from official opportunities, I shall again give way to my entire confidence in your discernment and pursuit of the public good; for I assure myself that whilst you carefully avoid every alteration which might endanger the benefits of an united and effective government, or which ought to await the future lessons of experience, a reverence for the characteristic rights of freemen and a regard for the public harmony will sufficiently influence your deliberations on the question how far the former can be impregnably fortified or the latter be safely and advantageously promoted.

　　To the foregoing observations I have one to add, which will be most properly addressed to the House of Representatives. It concerns myself, and will therefore be as brief as possible. When I was first honored with a call into the service of my country, then on the eve of an arduous struggle for its liberties, the light in which I contemplated my duty required that I should renounce every pecuniary compensation. From this resolution I have in no instance departed; and being still under the impressions which produced it, I must decline as inapplicable to myself any share in the personal emoluments which may be indispensably included in a permanent provision for the executive department, and must accordingly pray that the pecuniary estimates for the station in which I am placed may during my continuance in it be limited to such actual expenditures as the public good may be thought to require.

　　Having thus imparted to you my sentiments as they have been awakened by the occasion which brings us together, I shall take my present leave; but not without resorting once more to the benign Parent of the Human Race in humble supplication that, since He has been pleased to favor the American people with opportunities for deliberating in perfect tranquillity, and dispositions for deciding with unparalleled unanimity on a form of government for the security of their union and the advancement of their happiness, so His divine blessing may be equally conspicuous in the enlarged views, the temperate consultations, and the wise measures on which the success of this Government must depend.

Make sure this is in a location where you will see it frequently; every time those stressful moments at work arise, you’ll have this reminder: This is only temporary. I will not be doing this forever。

Think of yourself as working for yourself, not for the company. Do your best to stay below the radar by making sure you are performing satisfactorily, but as much as possible, reduce work-related activities that consume your energy but have little to no return on investment。

品电影译名学地道英语

单从电影的外语译名而言，曾有多少国外电影，因为异常出彩的中文译名，打动了无数中国观众的心灵，从这个全球最大市场赚了个盆满钵满；又有多少国产电影，用别有韵味的英文译名更加深入地诠释了整个影片的内涵和意境。

　　现在就让我们从电影译名开始，重温那些过去的经典、过去的故事、过去的年代……

　　1.《Streetcar Named Desire》——《欲望号街车》

　　马龙·白兰度和费雯丽主演的这部影片诠释了爱慕虚荣的代价。Streetcar 指国外一种古老的有轨电车，车身与电线相连，按照既定的轨迹运行，但现在并不多见，更多的是以旅游观光车的形式出现。

　　2.《Face Off》——《变脸》

　　Face off并不是一种通俗的用法，根据电影的内容，可以理解为一种身份的互换，不同的角色设置。曾有人翻译成《夺命双雄》，易落俗套，而《变脸》看上去简洁神秘，以令人视觉迷离的角色互换，正邪两方的冲突和激战，吊足观众的胃口，贯穿影片始终，可以说生动地反映了警察与杀手的对立而又微妙的关系。

　　例如，两队开始比赛时：Both teams are ready to face off；准备与某人争辩或竞争：The candidates are preparing to face off on TV tonight。

　　3.《Romantic of Three Kingdoms》——《三国演义》

　　这是按照电影名称的字面翻译。Romantic当名词用时，有贬义的成分。如果说某人是Romantic，通常指他们的想法脱离实际，与真实生活不契合。例如，He is a romantic who longs for adventure。因为《三国演义》只是小说，不完全遵照历史，有类似戏说的成分，所以用Romantic而不是Romance来表述原著的内容。

　　Romantic：当形容词用时，与爱情相关，指拥有一段亲密的恋爱关系。例如：I'm not ready for a romantic relationship。

　　Romance：一般描述情侣之间的亲密关系。例如：Hemingway's romance with his nurse inspired him to write 'A Farewell to Arms'。

　　4.《It Happened One Night》——《一夜风流》

　　《一夜风流》片名新颖醒目，善于制造悬念，渲染气氛。以下是一些常见的调情英语：调情(flirt)、邂逅(meet each other by accidence)、一夜情(a one-night-stand)、热恋(fall in love)、分手(split-up or break up)、重逢(come across)、艳遇(bump in each other，指没有预期地见到某人，还可以说have affairs with somebody，这种用法一般专指外遇。)

　　5.《Midnight Cowboy》——《午夜牛郎》

　　Midnight Cowboy中的cowboy本意为“牛仔”，是美国特有的文化，与中国文化中的“牛郎”并无关系。在西部美国农场的建立和逐渐扩大过程中，产生了大批牛仔，他们通过辛勤劳动创造财富，牛仔文化反映了美国的个人主义和自由主义的精神，也是美国思想中最核心的部分：“美国梦” ——指一个白手起家的人最终能发大财。

　　6.《Playing By Heart》——《随心所欲》

　　Playing by heart指做事情喜欢以一时的心情或本能来做决定，而不是通过理智来分析。简单来说，就是随心所欲。

　　By heart 等同于 off by heart，这个词条前面可以添加各种动词，例如play music by heart，意味着某人对整首音乐铭记于心，演奏时候无需察看乐谱。不过by heart一般仅用于表示记忆层面，如 I’ve dialed the number so many times I know it by heart. She’s learnt the whole speech off by heart。

　　7.《Farewell My Concubine》——《霸王别姬》

　　Farewell是说再见的一种更正规、更书面的用法；而Goodbye更口语化。

　　8.《Ashes of Time》——《东邪西毒》

　　Ashes of time的翻译就跟影片本身一样令人难以琢磨，却别有一番韵味，无论武功多高强，最终都会像沙砾一样随风飘尽，成为时间的灰烬，十分符合影片的意境。

　　9.《In the Mood for Love》——《花样年华》

　　In the mood for love体现了男女主人公的恋爱心境，虽然共是婚姻的受害者，但是面对婚外无法启齿的爱情，只能默默抚慰彼此寂寞的心灵，美好的花样年华只能带着几丝伤感和怀念悄然逝去。

　　You are in the mood for something，意指你想做什么事，或者想拥有什么东西。所以如果我们说in the mood for love，就是说很想与某人建立恋情，享受恋爱的感觉。

【学习方法】懒人学习英语的方法

    此文为转帖

    先我是一个懒人，懒到没有兴趣就不愿意去学。

    另外我是一个笨人，笨到没有联系就记不住东西。

    所以，我通过电影（含美剧）来学习英语。

    我希望，每个人都能找到适合自己的学习方式。不管你认为下面说的多有煽动性，多美好，毕竟只是我自己个人体会和方法。并不是贴谁身上都合适的万能膏药。毕竟各方面条件相同的实在是不怎么现实。

    再次声明：以下为个人意见，本人并不否定其他学习方式，如果您有不同想法欢迎交流。

    通过电影学英语是目前我所知的最有效，最便捷，最实用的学习方式，也是我正在运用的方法。

    原因有很多，一个是其可操作性和易操作性。

    1, 目前有专门看电影学英语的软件工具，大家可以在网上搜搜。

    2，双语字幕电影资源很容易获得。网上很多可以下载获得

    3，现在笔记本3000多就能买个双核的液晶显示的。台式机不要液晶屏大约2000左右，这已经可以看电影了。

    4，相关操作相当的简单，很容易上手。

    从学习方法的本身来说看双语字幕学电影有如下好处：

    1，不枯燥，不易产生厌学情绪。因为英语是看电影学会，就好像只有文字的书谁看着都头痛，但是配上插图，即使内容不变也会让人感觉到容易，类似小孩的画册。

    2，记忆牢固，很难忘记，因为知识和情节和故事融合在一起，大部分词汇是相当的扎实的。很多同学整天抱着个字典背单词，背多少望多少还不是因为没有联系？记忆需要联系，各位可以回想一下，小时候多事都记不清了，但是父母在床边讲过的故事情节有的却还很清晰--清晰的让你自己都吃惊。

    3，英语学习的所有方面都可以涉及。

    4，英语电影和美剧里的台词是最直白，最实用，最贴近口语的语言大家都知道口语也分正式场合和日常交际，来个简单的例子。如果你想让对方停止说话。日常的你可以说“knock it off”,但在会议上呢？要说“XX will suspend”。

    电影根据片子类型的不同口语类型也不同，所以更方便我们了解不同语境和口语的英语口语。同时，电影台词是简练的不能再简练，精确的不能再精确，简单的不能再简单的语言。

    简练：一个投资几千万上亿美元的大片，往往就几百句台词。每一个字母都是语言大师级的人物锤炼出来的。

    精确：如果不精确就会影响剧情和观众的理解，人物的塑造。

    简单：这个很重要，美国大片向来是票房论英雄。票房靠观众，试想一个电影拍的只有博士能看懂，能看出好来，票房能高的了？起码就我几年看电影的经验，一般比较成功的片语言都很生活化。

    下面是我的学习方式，再次声明，这是我个人长期摸索出来证明适合我个人的学习方式，不一定也不可能适合随便某某用，这里只是提供给各位当作借鉴。学不学，怎么去学，要靠各位自己找到最适合自己的学习方式。

    工具：电脑+电影文件+英语视听软件

    步骤：

    1，看第一遍电影，不要试图去学什么东西，完全丢开学英语的念头，尽一切努力去理解剧情和潜台词，可以让字幕不显示。

    2，看第二遍电影，仍然不要学什么东西。努力把电影台词的意思吃透，尽量把没看懂的情节弄明白。

    3，看第三遍的时候，你已经大概知道哪个人物大概在什么时候大概说些什么了。试着不去看台词，用脑袋里的记忆去套剧中人的话。

    4，看第四编的时候，能飞软件播放的时候隐藏掉字幕。以听为主，把画面当作辅助。

    5，最后一遍。一点一点的把电影梳理一遍，只要看到生词随时暂停，用金山词霸查出来，然后模仿剧中人的口气和速度说上几遍，在软件上标注出来。要注意，不要贪多。如shallow这个词我是从变形金刚里学的，我只记里面“肤浅”那个意思，不会刻意去记浅的，浅滩之类的意思，因为人的联想记忆是有限的，如果想记得牢固，绝对不能贪多。

    6，第六遍，看电影自由复习。

    说起来是很简单，其实这个过程又长又累。很考验人的耐心。我知道很多人说看电影根本就学不会什么。这个很简单，电影是表现现实的艺术，如果一个片子你只看一遍两遍，连剧情本身都领悟不了，何谈用来学习？就算你想硬学，那也只能是顾此失彼。

    所以，学英语里的电影一定要建立在对电影剧情，潜台词和内涵的对清楚的了解上。比如电影里的幽默，人都说幽默是智慧过剩的表现，幽默不是谁都能理解的，谁都能理解那叫贫嘴。很多时候别人笑得出来，我们笑不出来是因为我们个人知识素养没达到。电影可以帮助你在学习英语的过程中同步提高和学习。

    举个例子《绝世天劫》，10多年前的片，在西方貌似口碑很差--我们外教没一个不骂的，不过大牌很多，也是我学的比较早的几部电影之一。里面有很多科学上的东西你能翻译，词你也认识但就是不知道怎么去理解。

    学电影收获是相当大的，大到你自己都不敢相信。我学变形金刚整整用了5天--课余时间。学会了大约200个生词。

    完全的生词70个--以前都没见过，也没听说过的。

    半生词40个------以前听过见过，就是没用过的--比如"inbound"，我在游戏“三角洲”见过N次，就是没正二八经的学。

    组合词20个------俩词都见过，放一起又是一个新的意思

    旧词新意60多----以前认识但是不知道影片中的意思。

    大略算下来，真正的生词也就100来个，但是一个英语专业本科生毕业的词汇量才有多少了？8000！

Asking Mommy

    Little Johnny and her mother were out and about. Little Johnny, out of the blue, asked her mother, "Mommy, How old are you?" The mother responded, "Honey, women don't talk about their age. You'll learn this as you get older.

    Little Johnny then asked, "Mommy, how much do you weight?" Her mother responded again, "That's another thing women don't talk about. You'll learn this too, as you grow up."

    Little Johnny still wanting to know about her mother, then fires off another question, "Mommy, Why did you and Daddy get a divorce?"

    The mother, a little annoyed by the questions, responded, "Honey, that is a subject that hurts me very much, and I don't want to talk about it now."

    The Little Johnny , frustrated, sulks until he is dropped off at a friend's house to play. He consults with his friend about him and her mother's conversation. His friend says, "All you have to do is sneak and look at your mother's driver's license. It's just like a report card from school. It tells you everything."

    Later, the Little Johnny and her mother are out and about again. The Little Johnny starts off with, "Mommy, Mommy, I know how old you are, You're 32 years old."

    The mother is very shocked. She asks, "Sweetheart, how do you know that?"

    The Little Johnny shrugs and says, "I just know. And I know how much you weight. You weight 130 pounds."

    "Where did you learn that?", said the mother again.

    The Little Johnny says, "I just know. And I know why you and daddy got a divorce. You got an "F" in sex."
