All I dare hope is that if, in executing this task, I have been too much swayed by a grateful remembrance of former instances, or by an affectionate sensibility to this transcendent proof of the confidence of my fellow-citizens, and have thence too little consulted my incapacity as well as disinclination for the weighty and untried cares before me, my error will be palliated by the motives which mislead me, and its consequences be judged by my country with some share of the partiality in which they originated.&lt;br /&gt;&lt;br /&gt;　　Such being the impressions under which I have, in obedience to the public summons, repaired to the present station, it would be peculiarly improper to omit in this first official act my fervent supplications to that Almighty Being who rules over the universe, who presides in the councils of nations, and whose providential aids can supply every human defect, that His benediction may consecrate to the liberties and happiness of the people of the United States a Government instituted by themselves for these essential purposes, and may enable every instrument employed in its administration to execute with success the functions allotted to his charge. No people can be bound to acknowledge and adore the Invisible Hand which conducts the affairs of men more than those of the United States. Every step by which they have advanced to the character of an independent nation seems to have been distinguished by some token of providential agency; and in the important revolution just accomplished in the system of their united government the tranquil deliberations and voluntary consent of so many distinct communities from which the event has resulted can not be compared with the means by which most governments have been established without some return of pious gratitude, along with an humble anticipation of the future blessings which the past seem to presage. These reflections, arising out of the present crisis, have forced themselves too strongly on my mind to be suppressed. You will join with me, I trust, in thinking that there are none under the influence of which the proceedings of a new and free government can more auspiciously commence.&lt;br /&gt;&lt;br /&gt;　　By the article establishing the executive department it is made the duty of the President &amp;quot;to recommend to your consideration such measures as he shall judge necessary and expedient.&amp;quot; The circumstances under which I now meet you will acquit me from entering into that subject further than to refer to the great constitutional charter under which you are assembled, and which, in defining your powers, designates the objects to which your attention is to be given. It will be more consistent with those circumstances, and far more congenial with the feelings which actuate me, to substitute, in place of a recommendation of particular measures, the tribute that is due to the talents, the rectitude, and the patriotism which adorn the characters selected to devise and adopt them. In these honorable qualifications I behold the surest pledges that as on one side no local prejudices or attachments, no separate views nor party animosities, will misdirect the comprehensive and equal eye which ought to watch over this great assemblage of communities and interests, so, on another, that the foundation of our national policy will be laid in the pure and immutable principles of private morality, and the preeminence of free government be exemplified by all the attributes which can win the affections of its citizens and command the respect of the world. I dwell on this prospect with every satisfaction which an ardent love for my country can inspire, since there is no truth more thoroughly established than that there exists in the economy and course of nature an indissoluble union between virtue and happiness; between duty and advantage; between the genuine maxims of an honest and magnanimous policy and the solid rewards of public prosperity and felicity; since we ought to be no less persuaded that the propitious smiles of Heaven can never be expected on a nation that disregards the eternal rules of order and right which Heaven itself has ordained; and since the preservation of the sacred fire of liberty and the destiny of the republican model of government are justly considered, perhaps, as deeply, as finally, staked on the experiment entrusted to the hands of the American people.&lt;br /&gt;&lt;br /&gt;　　Besides the ordinary objects submitted to your care, it will remain with your judgment to decide how far an exercise of the occasional power delegated by the fifth article of the Constitution is rendered expedient at the present juncture by the nature of objections which have been urged against the system, or by the degree of inquietude which has given birth to them. Instead of undertaking particular recommendations on this subject, in which I could be guided by no lights derived from official opportunities, I shall again give way to my entire confidence in your discernment and pursuit of the public good; for I assure myself that whilst you carefully avoid every alteration which might endanger the benefits of an united and effective government, or which ought to await the future lessons of experience, a reverence for the characteristic rights of freemen and a regard for the public harmony will sufficiently influence your deliberations on the question how far the former can be impregnably fortified or the latter be safely and advantageously promoted.&lt;br /&gt;&lt;br /&gt;　　To the foregoing observations I have one to add, which will be most properly addressed to the House of Representatives. It concerns myself, and will therefore be as brief as possible. When I was first honored with a call into the service of my country, then on the eve of an arduous struggle for its liberties, the light in which I contemplated my duty required that I should renounce every pecuniary compensation. 1, 目前有专门看电影学英语的软件工具，大家可以在网上搜搜。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 2，双语字幕电影资源很容易获得。网上很多可以下载获得&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 3，现在笔记本3000多就能买个双核的液晶显示的。台式机不要液晶屏大约2000左右，这已经可以看电影了。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 4，相关操作相当的简单，很容易上手。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 从学习方法的本身来说看双语字幕学电影有如下好处：&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 1，不枯燥，不易产生厌学情绪。因为英语是看电影学会，就好像只有文字的书谁看着都头痛，但是配上插图，即使内容不变也会让人感觉到容易，类似小孩的画册。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 2，记忆牢固，很难忘记，因为知识和情节和故事融合在一起，大部分词汇是相当的扎实的。很多同学整天抱着个字典背单词，背多少望多少还不是因为没有联系？记忆需要联系，各位可以回想一下，小时候多事都记不清了，但是父母在床边讲过的故事情节有的却还很清晰--清晰的让你自己都吃惊。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 3，英语学习的所有方面都可以涉及。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 4，英语电影和美剧里的台词是最直白，最实用，最贴近口语的语言大家都知道口语也分正式场合和日常交际，来个简单的例子。如果你想让对方停止说话。日常的你可以说&amp;ldquo;knock it off&amp;rdquo;,但在会议上呢？要说&amp;ldquo;XX will suspend&amp;rdquo;。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 电影根据片子类型的不同口语类型也不同，所以更方便我们了解不同语境和口语的英语口语。同时，电影台词是简练的不能再简练，精确的不能再精确，简单的不能再简单的语言。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;strong&gt;简练：&lt;/strong&gt;一个投资几千万上亿美元的大片，往往就几百句台词。每一个字母都是语言大师级的人物锤炼出来的。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;strong&gt; 精确：&lt;/strong&gt;如果不精确就会影响剧情和观众的理解，人物的塑造。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&lt;strong&gt;&amp;nbsp; 简单：&lt;/strong&gt;这个很重要，美国大片向来是票房论英雄。票房靠观众，试想一个电影拍的只有博士能看懂，能看出好来，票房能高的了？起码就我几年看电影的经验，一般比较成功的片语言都很生活化。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 下面是我的学习方式，再次声明，这是我个人长期摸索出来证明适合我个人的学习方式，不一定也不可能适合随便某某用，这里只是提供给各位当作借鉴。学不学，怎么去学，要靠各位自己找到最适合自己的学习方式。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;strong&gt;工具：电脑+电影文件+英语视听软件&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 步骤：&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 1，看第一遍电影，不要试图去学什么东西，完全丢开学英语的念头，尽一切努力去理解剧情和潜台词，可以让字幕不显示。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 2，看第二遍电影，仍然不要学什么东西。努力把电影台词的意思吃透，尽量把没看懂的情节弄明白。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 3，看第三遍的时候，你已经大概知道哪个人物大概在什么时候大概说些什么了。试着不去看台词，用脑袋里的记忆去套剧中人的话。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 4，看第四编的时候，能飞软件播放的时候隐藏掉字幕。以听为主，把画面当作辅助。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 5，最后一遍。一点一点的把电影梳理一遍，只要看到生词随时暂停，用金山词霸查出来，然后模仿剧中人的口气和速度说上几遍，在软件上标注出来。要注意，不要贪多。如shallow这个词我是从变形金刚里学的，我只记里面&amp;ldquo;肤浅&amp;rdquo;那个意思，不会刻意去记浅的，浅滩之类的意思，因为人的联想记忆是有限的，如果想记得牢固，绝对不能贪多。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 6，第六遍，看电影自由复习。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 说起来是很简单，其实这个过程又长又累。很考验人的耐心。我知道很多人说看电影根本就学不会什么。这个很简单，电影是表现现实的艺术，如果一个片子你只看一遍两遍，连剧情本身都领悟不了，何谈用来学习？就算你想硬学，那也只能是顾此失彼。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 所以，学英语里的电影一定要建立在对电影剧情，潜台词和内涵的对清楚的了解上。比如电影里的幽默，人都说幽默是智慧过剩的表现，幽默不是谁都能理解的，谁都能理解那叫贫嘴。很多时候别人笑得出来，我们笑不出来是因为我们个人知识素养没达到。电影可以帮助你在学习英语的过程中同步提高和学习。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 举个例子《绝世天劫》，10多年前的片，在西方貌似口碑很差--我们外教没一个不骂的，不过大牌很多，也是我学的比较早的几部电影之一。里面有很多科学上的东西你能翻译，词你也认识但就是不知道怎么去理解。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 学电影收获是相当大的，大到你自己都不敢相信。我学变形金刚整整用了5天--课余时间。学会了大约200个生词。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 完全的生词70个--以前都没见过，也没听说过的。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; 半生词40个------以前听过见过，就是没用过的--比如&amp;quot;inbound&amp;quot;，我在游戏&amp;ldquo;三角洲&amp;rdquo;见过N次，就是没正二八经的学。&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;
